ENERGY STAR Multifamily High Rise (MFHR) Program for New Construction

TRC is recognized by the EPA as a Multifamily High Rise Review Organization (MRO) to provide independent, third-party technical review and oversight of ENERGY STAR Multifamily High Rise (MFHR) program submittals. We have extensive experience acting as third-party technical reviewers.

For over 15 years, TRC has implemented multifamily retrofit and new construction programs throughout the nation. We have extensive experience working with Federal, State and local organizations on multifamily standards and programs. This includes experience in the key aspects of technical support such as design and modeling reviews, inspections, and the facilitation of discussions between members of a project team to optimize project savings.

TRC collaborated with NYSERDA in designing all aspects of their Multifamily Performance Program (MPP),which ran as the pilot for the EPA’s Multifamily High Rise Program until the nationwide launch in 2012. The first ENERGY STAR labeled high‐rise multifamily buildings in the nation were built under this program. During this process, TRC collaborated with the ENERGY STAR MFHR team to align NYSERDA MPP with the EPA’s program to allow projects participating in MPP to earn ENERGY STAR certification. Under this program, TRC has performed technical reviews on over 300 new construction energy models to assure compliance with ASHRAE 90.1 Appendix G and the EPA’s Program Requirements. TRC also has extensive experience with Title 24 Standards, which applies to projects located in California that are applying to the ENERGY STAR MFHR Program.
