The 351-mile Los Angeles – San Diego – San Luis Obispo Rail Corridor (LOSSAN Corridor) travels through a six-county coastal region in Southern California and is the second busiest intercity passenger rail corridor in the United States. On the San Diego Subdivision alone, more than 65 passenger and freight trains travel through this coastal region every weekday. With the completion of three new railroad crossovers (which allows train traffic to switch from one track to the other), various signal system upgrades, and other civil improvements, the $11 million Tecolote and Washington Crossovers project serves to reduce rail traffic congestion and to increase passenger on-time efficiency for the benefit and use of the local operating rail agency, the North County Transit District (NCTD). The project is located near the Tecolote and Washington street off-ramps just off of the I-5 freeway. Unique to working around live train traffic, the project afforded limited work areas and several new methods were used to complete the project using the least amount of track outages as possible to reduce the impact on the operating railroad. Despite its challenges, the project received great public acclaim with the community as a whole thankful for the positive public outreach throughout the entire construction process.
