Bridge Redecking and Replacement, MP A-031.73 to MP A-130.23 of the PA Turnpike’s Northeast Extension

Toll agency relies on TRC to manage and inspect significant infrastructure investment efforts.

TRC has been retained by the PA Turnpike to provide Construction Management (CM) and Construction Inspection services, along with as-directed pre-construction services, associated with several bridge redecking and replacement projects that will be completed between Mileposts A-031.73 and A-130.23 along the Turnpike’s Northeast Extension. Projects are estimated to total approximately $60 million in construction cost and include the following:

  • Replacement of Bridge No. NB-177 (MP A-037.44) carrying SR 0563 (Ridge Road) over the Turnpike
  • Replacement of Bridge No. NB-345A (MP A-056.04) carrying the Northbound Ramp over the Turnpike to the Allentown Service Plaza (currently in design)
  • Replacement of Bridge No. NB-531 (MP A-076.09) carrying the Turnpike over SR 209 and the Pohopoco Creek, and Bridge NB-534 (MP A-076.18) carrying the Turnpike over Pohopoco Drive (T-397)
  • Redecking of Bridge No. NB-750 (MP A-129.70) carrying the Turnpike over SR 0006/SR 0011 (Northern Blvd.), SR 4021 (South Abington Rd.), and a local railroad (Clarks Summit / Freedom Bridge)
  • Replacement of Bridge No. NB-751 (MP A-130.23) carrying the Turnpike over SR 4019 (Edella Road) (currently in design)

Utilizing a staff consisting of a Construction Manager, Structures Engineer and Scheduler, TRC is responsible for a variety of CM services that to date. Preconstruction tasks included constructability reviews, bidability reviews, project scheduling, meeting attendance and bid packaging. During construction, such responsibilities were expanded to include: administration of the construction contracts; coordination with affected agencies and groups; scheduling and hosting bi-weekly progress meetings, and other specialty meetings as needed; evaluating and monitoring the project schedule; reviewing, tracking and monitoring all RFIs, inquiries, and contractor plans; and evaluating, defining, and negotiating extra and changes to contract work.

During construction, TRC is also responsible for the deployment of a construction inspection staff consisting of three (3) Resident Engineers, a Supervisor, three (3) Office Engineers, and approximately seven (7) Construction Inspectors. Project administration is being completed using the Kahua Collaboration System.
