TRC provided construction management services for the 12th and Imperial Track Way Paving project / task order. Our services included resident engineering; office engineering; civil, track and electrical inspection; labor compliance services; preparation of the final as-built drawings; associated ODCs; contract administration; and materials testing. The total anticipated construction period was 120 calendar days.

Challenges: The project consisted of replacing and upgrading approximately 620 track feet of double mainline railroad on an active light-rail trolley transit system with trains passing by as often as every 15 minutes. As is customary with working on a live railroad, safety was the primary concern, as well as limited work windows. In order to complete the project on time and within budget, CALTROP had to work closely with both the contractor and the operating agency – San Diego Metropolitan Transit System (MTS) – to schedule work windows, quickly resolve issues and deliver a quality product.

Complexity of the Project: Work primarily consisted of replacing old wooden ties with concrete ties, removing and installing new turnout timber ties, replacing 90# rail with new 115# rail and installing 9,000 square feet of new asphalt overlay around the entire project area. In the center of the project, there was a pedestrian crossing that had to be open at all times for pedestrian access to PETCO park.
