New Jersey Commercial and Industrial Portfolio

For 9+ years, the New Jersey Board of Public Utilities’ Clean Energy Program has entrusted TRC with its commercial and industrial (C&I) energy efficiency portfolio administering more than $400 million in incentives to-date.  The C&I portfolio serves business and industry customers as well as government and nonprofit entities.

The New Jersey Clean Energy Program (NJCEP) offers a portfolio of energy efficiency programs to commercial and industrial (C&I) consumers, driving large-scale energy and demand savings. TRC has managed the NJCEP portfolio since 2007. Prior, the portfolio programs were administered by 7 electric and gas utilities, and TRC worked with the New Jersey Board to successfully transfer responsibilities while continuing strong program delivery to consumers.

Since TRC began providing administrative and technical services for the NJCEP C&I portfolio, participation in the programs has steadily increased. Today the suite of efficiency programs serves 25,000 C&I consumers. Many of these programs provide a comprehensive, whole-building approach to energy efficiency, and engage market segments that have been traditionally underserved.

Over the last 9 years, the portfolio has included a range of diverse components including:

  • Pay for Performance, whole building, performance-based program for existing buildings and new construction across  medium-large C&I consumers
  • Direct Install, turn-key comprehensive measures-installation program for small C&I consumers
  • Prescriptive and Custom, individual measure and incentive programs
  • Combined Heat/Power and Fuel Cells, program incentivizing C&I consumer use of distributed energy solutions
  • Large Energy Users, program fostering self-efficiency investment for large C&I consumers
  • Local Government Energy Audit, audit program for local municipalities, state entities, schools, and non-profits
  • Benchmarking, services targeting customer segments, such as local government, schools, non-profits, retail, manufacturers, hotels, and multifamily

In total, the portfolio has dispersed $403.6 million in incentives to consumers. Efficiency projects implemented through the portfolio deliver substantial energy savings towards NJCEP’s energy efficiency targets. This includes more than 1,300 GWh and 2.67 million DTh in annual savings to-date, growing to more than 21,400 GWh and 50 million DTh over the life of the installed upgrade
