Holly Street Power Plant Decommissioning

TRC assisted with Austin Energy's decommissioning their 570 MW Holly Street Power Plant which was closed for economic, environmental and community reasons.

Decommissioning the Holly Street Power Plant required infrastructure improvements, abatement of asbestos and hazardous materials, structural demolition and restoration of the site, which is located in a densely populated area. The community was particularly concerned about safety issues, including trucking of impacted materials through residential areas. Austin Energy was also concerned about unplanned electrical outages as a result of demolition activities.

Austin Energy retained TRC as the Prime Contractor through a competitive public procurement process to manage abatement, decommissioning, demolition and restoration of this site and provide community outreach support.

TRC served as the Prime Contractor and provided project and construction management services, and healthy, safety and environmental. TRC subcontracted abatement, decommissioning, demolition, asset recovery and infrastructure improvements. TRC assembled a project team of local subcontractors. Over 33% of the TRC team is a local Minority or Woman Based Enterprise. We are proud to work with these local project team members in the Austin community.

TRC coordinated health, safety and environmental controls. There were zero safety or environmental incidents in the local community. By decommissioning the Holly Street Power Plant and its petroleum tank farm, Austin Energy removed power generation from this residential area. Local air quality will improve, and noise will be eliminated. Austin Energy will create new uses for this valuable land, including space for transmission upgrades and waterfront parks along Lady Bird Lake.
