Ferry Point State Park - Golf Course & Waterfront Landfill Redevelopment

Over the past ten years, TRC has provided comprehensive environmental, site/civil engineering, general contractor and project management services to support the redevelopment of a discontinued landfill in the Park into a tournament quality golf course and two public parks. ​

Project Challenges

For decades, the 200-acre Ferry Point Park has been one of New York City’s largest undeveloped parcels of land. Over the past ten years, the NYC Department of Parks and Recreation has engaged TRC in efforts to redevelop a discontinued landfill in the Park into a tournament quality golf course and two public parks. TRC continues to provide comprehensive site/civil engineering, general contractor and project management services at the site.​


Solution

TRC’s environmental experts provided methane gas monitoring and design of controls to mitigate the risks of methane associated with park features. TRC also provided stormwater drainage inspections, design and monitoring, and provided oversight for all permitting activities, site maintenance repairs and construction.

TRC was in charge of the implementation of permanent connections to the New York City combined sewer system.

TRC’s engineers were actively involved in the locating, testing, importing and placing of over 500,000 cubic yards of suitable fill material in full coordination with the Parks Department and the Department of Environmental Conservation.

TRC provided the golf course design and construction management of a Jack Nicklaus Signature Golf Course.

With TRC’s professional engineering input on numerous aspects of this redevelopment project, the Bronx, the City of New York and the entire region will regain access to a long-underutilized waterfront area. The reclaimed parkland and a new golf course bring literal meaning to the mission of the City’s Department of “Parks and Recreation.”​



Soil Fill Contractors: Ferry Point Park Fill Application and Approval Process


TRC uses a three-step process for soil fill contractors on the Ferry Point Park project. The steps and the associated hyperlinked forms follow. Please click here to review the standard process timeline, which details the entire fill process from initial application to fill importation.

Step 1: Application
Locate the document labeled FPP Application Form hyperlinked in the bullet list below. The Ferry Point Park (FPP) Application Form must be completed and submitted to TRC in order for the targeted material to be considered as a fill source for FPP. Step 1 includes the following documents: Step 2: Testing
Step 2 includes completion and execution of a Fill Testing Agreement. Step 2 will begin after the Site Independent Environmental Monitor (IEM) has approved your targeted material as a potential source for FPP. In order to begin sampling, a signed agreement and pre-payment for sample acquisition and analysis is needed. Step 2 includes the document hyperlinked below: Step 3: Contracting
Step 3 includes the completion and execution of a Fill Import Agreement and submittal of the New York City Department of Parks and Recreation (NYC DPR) Fill Import Approval Form. A Fill Import Agreement must be transmitted to TRC Engineers, Inc., 1430 Broadway, 10th Floor, New York, NY 10018 and you must obtain TRC’s approval of the agreement prior to delivering material to FPP.
