NYSERDA's Multifamily Performance Program

In 2007, the American Council for an Energy-Efficient Economy (ACEEE) selected the Multifamily Performance Program for recognition as an "Exemplary Program." In addition, TRC won the Environmental Business Journal's 2008 Business Achievement Award for the management of the Multifamily Performance Program. ​

Project Challenges

TRC serves as the Program Implementer for NYSERDA's Multifamily Performance Program (MPP). This Program was launched in May 2007 and is receiving much attention for offering an innovative approach for comprehensive energy efficiency work scopes in both new and existing multifamily buildings. The Multifamily Performance Program includes the ENERGY STAR designation for new multifamily buildings and a minimum 20% performance target for existing buildings. TRC oversees a pre-qualified group of Program Partners who conduct the energy and financial analyses for the projects.

This innovative Program involves a new concept in energy efficiency projects, the Energy Reduction Plan. The Energy Reduction Plan includes the technical components of a traditional energy audit but adds a financial and construction plan to promote the installation of measures in a cost effective and timely manner.


Solution

As NYSERDA's program implementer, TRC was responsible for delivering the final program design documents and is currently managing all aspects of the Program. This includes:

•  Collaborate with NYSERDA, ORNL, and EPA on an energy Benchmarking Tool specifically for multifamily buildings

•  Develop, train and manage the Program Partner network

• Develop, and periodically revise, Program documents that provide flexibility to the market while ensuring comprehensive work scopes

•  Draw from existing standards and protocols when possible, such as ENERGY STAR, BPI, and LEED

• Provide ongoing quality control of submitted Energy Reduction Plans to ensure technical accuracy and financial viability
