130 Liberty Street Ambient Monitoring Program

TRC’s air monitoring network has demonstrated that building abatement and deconstruction of this property damaged on 9/11 has taken place without any impacts to public health or the environment within the site vicinity. ​

Project Challenges

On September 11, 2001, the Deutsche Bank building at 130 Liberty Street was damaged when debris from the World Trade Center broke windows and cut a 15 story gash in the building’s north façade. As part of the post 9/11 building deconstruction project, the Lower Manhattan Development Corporation (LMDC) contracted with TRC to conduct air quality monitoring in the vicinity of the property during building abatement and deconstruction. The extensive Ambient Air Monitoring network surrounding the Deutsche Bank building was composed of 8-12 stations located on site and at locations neighboring the site. The network monitors continuously for particulate and particulate associated contaminants associated with World Trade Center (WTC) dust.​


Solution

• Prepare Air Monitoring Plans

• Monitor Particulate Matter as PM10 and PM2.5 on a continuous basis
 
• Collect samples to monitor particulate associated target compounds including metals, asbestos, silica, mercury, PCBs, PAHs, and PCDDs/PCDFs potentially associated with World Trade Center dust present at the 130 Liberty Street site
 
• Compare measured concentrations of target compounds to action levels established on a compound specific basis. In the event that measured concentrations exceed any action level, appropriate corrective actions are taken
 
• Design, maintain and manage a comprehensive air quality database that is used to prepare reports for posting on the publicly accessible LMDC project website
 
• Participate and present at meetings held in Lower Manhattan involving USEPA, New York City and State regulators, advocate groups and concerned citizens
